      Status & Testimony

RELATING TO INTERNSHIPS.

Permits and appropriates moneys for the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns.  Declares that appropriation exceeds the general fund expenditure ceiling.  Provides that the State shall be the responsible employer for purposes of workers' compensation coverage when a student or recent graduate performs paid or unpaid work for a private or public employer as part of a school-approved, work‑based learning program.  Specifies that workers' compensation coverage for a recent graduate shall lapse on 7/31 of the graduating year.

SB 2351

      Status & Testimony

RELATING TO WORKFORCE DEVELOPMENT.

Amends Chapter 202, Hawaii Revised Statutes, to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaii 2021.  Renames "Hawaii Workforce Development Council" to "Hawaii Workforce Development Board".  Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations.  Requires the Governor to select the chairperson of the board from among the seventeen private sector members.  Requires the Hawaii Workforce Development Board to assist the Governor in coordinating local workforce development boards to improve the workforce development system.  Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative.

RELATING TO MINIMUM WAGE.

Increases from $2,000 to $2,240, the minimum amount of guaranteed compensation required for an individual employed by and an employer who is exempt from the State's Wage and Hour Law.

RELATING TO COLLECTIVE BARGAINING UNIT CREATION.

Requires the Hawaii Labor Relations Board to establish criteria for the creation of new bargaining units and for the Board to apply those criteria in approving or denying any new bargaining units before submission to the Legislature.

      Status & Testimony

RELATING TO UNFAIR LABOR PRACTICES.

Makes it unlawful for an employer to discharge, discipline, or otherwise penalize or threaten any adverse employment action against an employee because the employee declines to attend or participate in an employer-sponsored meeting that communicates the opinion of the employer about political matters, or declines to receive or listen to a communication from the employer that communicates the opinion of the employer about political matters.

RELATING TO INSURANCE.

Requires that the charges for chiropractic treatments for personal injury protection benefits under motor vehicle insurance be tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical schedule.

RELATING TO TECHNOLOGY.

Establishes and appropriates funds for an artificial intelligence government services pilot program to provide certain government services to the public through an internet portal that uses artificial intelligence technologies.

RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Requires the Office of Enterprise Technology Services to develop or license cloud-based software for use by each state department or agency to track the status of its capital improvement projects.  Requires the Office of Enterprise Technology Services to provide training for the software.  Requires each department or agency to use the software to track the status of its capital improvement projects.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
