RELATING TO MISSING PERSONS.

Establishes a Silver Alert Program within the Department of Law Enforcement to help locate and safeguard missing persons who are sixty-five years of age or older, cognitively impaired, or developmentally disabled.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  Effective 1/1/2042.  (SD2)

Status

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Establishes that the priority of selection for program participation shall be applicable through the priority application period that occurs prior to the start of each state fiscal year.  Establishes that applications received after the start of the fiscal year through January 31 shall be processed continuously through the fiscal year on a first-come, first‑served basis.  (SD2)

RELATING TO LONG-TERM CARE.

Requires the Executive Office on Aging to contract for a statewide assessment of the needs of the long-term care workforce for home- and community-based service providers.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD1)

RELATING TO PEER SUPPORT SPECIALISTS.

Establishes a working group to create a statewide framework for peer support specialists.  Appropriates funds for hiring an administrative facilitator to provide necessary support for the peer support specialist working group in carrying out its duties and compensation for peer support specialists on the working group for time spent on working group meetings and related work and travel expenses.  Declares that the general fund expenditure ceiling is exceeded.  Effective 7/1/2112.  (SD2)

RELATING TO HEALTH.

Requires Medicaid and insurance coverage for ketamine therapy to treat depression.  Makes an appropriation for costs resulting from Medicaid coverage for ketamine therapy.  Declares that the general fund expenditure ceiling is exceeded.  Takes effect 7/1/2040.  (SD1)

Status

RELATING TO THE CHILD PROTECTIVE ACT.

Adds a definition for "exigent circumstances" and amends the definition of "imminent harm" under the Child Protective Act.  Authorizes the child's family to consent to protective custody or temporary foster custody of a child.  Clarifies the circumstances when police officers shall assume protective custody of a child and when the Department of Human Services shall assume temporary foster custody of a child.  Authorizes the Department of Human Services to file a petition and seek an ex parte motion for protective custody if there is reasonable cause to believe that a child is subject to imminent harm.  Takes effect 7/1/2025.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
