Status

RELATING TO THE ENVIRONMENT.

Requires the Department of Health to conduct a statewide needs assessment to determine what would be needed to transition to a more circular system with less waste generation, more reuse, and an extended producer responsibility program for packaging materials and paper products.  Appropriates funds.

Status

RELATING TO THE ENVIRONMENT.

Establishes the Hawaii zero waste initiative to manage the State's transition to a zero solid waste economy.

Status

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests.  Establishes civil penalties.

Status

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions.

Status

RELATING TO PLASTIC POLLUTION.

Prohibits state agencies from purchasing or using polystyrene food-service containers.  Prohibits vendors contracted through a state agency from selling, offering for sale, providing, or using polystyrene food-service containers at any site owned or leased by the State.  Prohibits polystyrene food-service containers from being sold, offered for sale, provided, or used at any state facility, state-authorized concession, state-sponsored or state-permitted event, or state program.

Status

RELATING TO PLASTIC BOTTLES.

Effective 1/1/2025, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions.

Status

RELATING TO THE STATE PLAN.

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaii State Planning Act to improve the quality of life for residents and visitors.  Requires report to the Legislature.  Establishes positions within the Office of Planning and Sustainable Development.  Declares that the general fund expenditure ceiling will be exceeded.  Appropriates moneys.

HB 2027

Status

RELATING TO LIGHT POLLUTION.

Establishes a dark night skies protection advisory committee to assist the Department of Land and Natural Resources in the development of a statewide dark night skies protection strategy to preserve dark night skies and reduce light pollution.  Sunsets the existing advisory committee under the University of Hawaii on 7/1/2024.

Status

RELATING TO NOISE POLLUTION.

Prohibits retailers from selling or offering for sale certain combustion engine-powered mopeds beginning 1/1/2026.

Status

RELATING TO RENEWABLE ENERGY.

Amends the definition of "renewable energy producer" in section 171-95, HRS, to allow renewable energy producers to sell to entities other than an electric utility company regulated under chapter 269, HRS.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
