Status

RELATING TO RECYCLING.

Authorizes manufacturers of electronic devices to coordinate collection activities for the purpose of recycling electronic devices.

RELATING TO BEVERAGE CONTAINERS.

Allows for the establishment of additional regional centers for the redemption of refillable beverage containers.  Repeals exemptions for certain beverage dealers.

Status

RELATING TO SINGLE-USE PLASTICS.

Prohibits the use of plastic and non-biodegradable bioplastic food ware and beverage containers by 1/1/2025.  Prohibits the sale or distribution of certain bioplastic food and beverage containers after 1/1/2026.

Status

RELATING TO CONSTRUCTION WASTE.

Requires recycling of construction and demolition materials and use of recycled materials to factor into priority offeror selections for competitive procurements of construction or demolition services by the State or any county.

RELATING TO RENEWABLE FUEL.

Establishes a tax credit for the import of renewable fuel.  Updates the renewable fuels production tax credit.

Status

RELATING TO ENERGY.

Establishes the solar hui program to allow multi-family residential property owners to invest into a solar hui investment fund to provide loans to low- and moderate-income households to install solar energy systems.  Establishes the solar hui program fund manager position.  Appropriates funds.

Status

RELATING TO ENERGY RESILIENCY.

Requires retail crediting for energy exports enrolled in grid services programs, whereby energy exported to the electrical grid past a participating customer-generator's point of common coupling from photovoltaic solar systems paired with battery storage as part of a utility-controlled grid service program would be credited at the full retail rate of electricity for the relevant time period.

HB 2517

Status

RELATING TO RENEWABLE ENERGY.

Allows the counties to establish, by ordinance, an opt-in program that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility.

Status

RELATING TO ENERGY.

Requires solar conduit and electrical panel readiness for new residential construction offered for sale at fair market value and electric vehicle readiness when an electrical panel and parking area are installed.

Status

RELATING TO ELECTRIC VEHICLES.

Establishes the Electric Vehicle Charging System and Infrastructure Funding Program.  Increases the amount of petroleum tax to be deposited into the electric vehicle charging system subaccount.

RELATING TO ENERGY.

Provides rebates for eligible electric vehicle-ready parking stalls for new construction of affordable housing.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
