RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology.  Requires all school psychologists to be licensed by 7/1/2026.  Increases the composition of the board of psychology to include two school psychologists.

RELATING TO EDUCATION.

Establishes a nationally certified school psychologist incentive program.  Appropriates funds for the incentive program.

RELATING TO LOCAL AGRICULTURAL PRODUCTS.

Resolves some of the discrepancies between the locally sourced food benchmarks for the department of education and those of other state entities.

Status

RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT.

Exempts Department of Education purchases of local edible produce and packaged food products less than $100,000 from the electronic procurement system requirement.  Requires at least three written quotes for Department of Education purchases of local edible produce and packaged food products between $15,000 to less than $100,000.

Status

RELATING TO THE DEPARTMENT OF EDUCATION.

Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees or fruit trees for planting in department schools.  Appropriates funds for the program and to establish an arborist position.

RELATING TO THE SAFETY OF EDUCATIONAL WORKERS.

Requires the Department of Education to take certain steps to report incidents of harassment and implement procedures for handling harassment of educational workers.  Creates the offense of harassment of an educational worker.

Status

RELATING TO EDUCATION.

Establishes a harm to students registry for all preschools and K-12 educational institutions within the State that contains information on  school employee, contractor, or volunteers for whom, as result of an investigation, a final finding has been issued that the individual has inflicted harm on a student.  Defines "inflicted harm on a student".  Allows for an appeal process to remove an individual's name from the registry.

RELATING TO EDUCATION.

Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5), provides annual salary step increases for public school teachers and educational officers who have completed a year's satisfactory service and comply with specified requirements.

RELATING TO TEACHERS.

Increases the bonus for teachers who achieve and maintain a current national board certification from $5,000 to $15,000.  Appropriates funds.

RELATING TO EDUCATION.

Establishes the qualified internship grant program within the Department of Education to provide grants to businesses and organizations that employ qualified interns participating in work-based learning through a qualified internship program.  Appropriates funds.

Status

PROPOSING AMENDMENTS TO ARTICLES VIII AND X OF THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON RESIDENTIAL INVESTMENT PROPERTY TO INCREASE FUNDING FOR PUBLIC EDUCATION.

Proposes amendments to the Hawaii State Constitution to increase funding for public education for the children and adults of Hawaii by authorizing the Legislature to establish, as provided by law, a surcharge on residential investment property valued at $3,000,000 or greater.

Makes an emergency appropriation to provide moneys for the Department of Education for its food service operations.

Makes an emergency appropriation to provide moneys for the Department of Education for charter schools.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
