RELATING TO SECURITY DEPOSITS.

Requires a landlord to accept either rental security insurance or security deposit installment payments in lieu of a traditional security deposit, upon a tenant's request.

RELATING TO UNCLAIMED PROPERTY.

Before filing a report of abandoned property with the Department of Budget and Finance, requires a financial organization to provide to each person listed on the organization's records as potentially having an interest in the property notice that the financial organization has the property and that custody of the property will transfer to the State if the property is not claimed.  Requires notice to be given to all persons listed in the financial organization's records, regardless of whether the person is an apparent owner of the property.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Amends the deadlines related to the repair of conditions that constitute health or safety violations and the payment of past due rent.  Increases the amount deducted from a tenant's rent for the tenant's actual expenditures to correct health or safety violations and defective conditions.

RELATING TO LICENSED PROFESSIONALS.

Requires the Department of Commerce and Consumer Affairs to post the business address and business phone number of each licensed professional on its public website.

RELATING TO THE LANDLORD-TENANT CODE.

Amends the landlord-tenant code to provide for a process to dispense of property and return the premises to a landlord when there is a death of a tenant.

Authorizes the DCCA director to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of perpetual care and security measures.

RELATING TO EXCLUSIVE LISTING AGREEMENTS.

Makes it unlawful for an exclusive listing agreement to last longer than 12 months from the date the agreement was made.  Makes it unlawful to present for recording or filing, or to otherwise attempt to record or file, an exclusive listing agreement of any duration.

RELATING TO TRANSPARENCY.

Requires not for profit mutual benefit societies to include in annual statements the compensation provided to each executive officer and board member for the preceding calendar year and a description of each position.  Requires the Insurance Commissioner to prepare and maintain a compilation of the information for each not for profit mutual benefit society.  Requires the Insurance Commissioner or the Department of Commerce and Consumer Affairs to make the compilation available for public inspection and duplication.

RELATING TO INSTALLMENT LOANS.

Amends the definition of the term "installment lender" to clarify that the law is not intended to eliminate the ability of lenders to make low interest rate loans under the interest and usury law.  Removes the term "consumer loan" to consistently use the defined term "installment loan".

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer.  Provides a grace period of thirty days after the tenant's date of initial occupancy.

RELATING TO PUBLIC UTILITIES.

Requires the PUC to solicit competitive offers from an entity operating under a non-investor-owned utilities ownership model before approving the sale of a public utility, in whole or in part, to a private entity.
