RELATING TO AGRICULTURAL BIOSECURITY.

Appropriates funds for the biosecurity program of the Department of Agriculture to develop and implement projects for clean plant material, agricultural treatments, diagnostics, and pest management.

RELATING TO THE HAWAII INVASIVE SPECIES COUNCIL.

Appropriates funds to support the Hawaii Invasive Species Council to ensure its long-term viability and prevent future problems.  Declares that the general fund expenditure ceiling is exceeded.

Appropriates funding for the Hawaii Ant Lab to support little fire ant mitigation and eradication efforts.

RELATING TO THE TWO-LINED SPITTLEBUG.

Appropriates funds for the Department of Agriculture to mitigate and control the spread of the two-lined spittlebug and to fund recovery efforts for areas affected by it.  Requires a report to the Legislature.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

RELATING TO INVASIVE PESTS.

Establishes and appropriates funds for an invasive species placard program.  Requires the department of agriculture to inspect certain establishments that are at risk of spreading invasive pests.  Establishes correction and quarantine procedures.

SB 2560

      Status & Testimony

RELATING TO INVASIVE SPECIES.

Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the Department to:  (1) Enter the leased premises at any time to identity, investigate, control, or eradicate invasive species; and (2) Terminate the lease if the lessee refuses the Department entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive species.

Establishes two permanent full-time equivalent (2.0 FTE) grant specialist positions within the department of agriculture and appropriates moneys to fund the positions.
