A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the first representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $41,150,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the first representative district, as follows:

1.   Earnest Bowden de Silva elementary school, Hawaii

     Construction, equipment, and appurtenances for six classroom buildings.

     Construction                                    $21,000,000

     Equipment                                      $ 1,000,000

          Total funding                              $22,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Honokaa elementary school, Hawaii

     Plans, design, and construction for covered play court, retaining wall, and covered walkway.

     Plans                                           $   45,000

     Design                                          $  450,000

     Construction                                     $4,005,000

          Total funding                               $4,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Kaumana elementary school, Hawaii

     Plans, design, and construction for drainage mitigation.

     Plans                                          $   100,000

     Design                                         $ 1,000,000

     Construction                                    $ 8,900,000

          Total funding                              $10,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Hakalau elementary school, Hawaii

     Design and construction for the mitigation of lead paint and other hazardous materials; ground and site improvements; and equipment and appurtenances.

     Design                                          $  150,000

     Construction                                     $2,000,000

          Total funding                               $2,150,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Imiloa astronomy center, Hawaii

     Plans, design, construction, and equipment for the redesign and renovation of the planetarium.

     Plans                                           $   25,000

     Design                                          $   25,000

     Construction                                     $1,400,000

     Equipment                                       $   50,000

          Total funding                               $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

6.   Master Planning for the Waiakea Peninsula, Hilo, Hawaii

     Master planning for the Waiakea Peninsula, including the development of a community development master plan and an infrastructure master plan. Program ID: BED 150.

     Plans                                           $1,000,000

          Total funding                               $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the Hawaii community development authority.

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2027, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2024.
