A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR SCHOOLS IN THE THIRTY-EIGHTH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2024-2025:

      1.  Mililani middle school, Oahu

      A.  Repair and replace bus lane and access road surfaces.

          Design:                                $150,000

          Construction:                          $1,350,000

          Total funding:                         $1,500,000

      B.  Replacement of play court surface, including waterproofing the current retaining wall.

          Plans and Design:                      $100,000

          Construction:                          $650,000

          Total funding:                         $750,000

      C.  Replacement of fire alarm system.

          Plans and Design:                      $250,000

          Equipment:                             $2,750,000

          Total funding:                         $3,000,000

      D.  Replacement of schoolwide public address system.

          Plans and Design:                      $250,000

          Equipment:                             $1,750,000

          Total funding:                         $2,000,000

E.  Construction of new classroom and adjoining storage to support AgTech program; construction of 20-stall parking lot.

          Plans and Design:                      $1,000,000

          Construction:                          $9,000,000

          Total funding:                         $10,000,000

      2.  Mililani 'Ike elementary school, Oahu

      A.  Design and construction for play court.

          Total funding:                         $1,000,000

      B.  Resurfacing of parking lots and drop off areas.

          Total funding:                         $1,500,000

      C.  Repair and replace all building hatches for all buildings, ground improvements, and site improvements on equipment and appurtenances.

          Total funding:                         $500,000

      3.  Mililani Uka elementary school, Oahu

          Telecommunication upgrade from the current web based public address system.

          Design:                                $200,000

          Construction:                          $900,000

          Total funding:                         $1,100,000

      4.  Mililani Waena elementary school, Oahu

          Plans, designs, construction of cafeteria expansion, renovation of existing serving kitchen into administration space for a counseling center and other school improvements; on site improvements, equipment and appurtenances.

          Design:                                $700,000

          Construction:                          $6,000,000

          Equipment:                             $300,000

          Total funding:                         $7,000,000

      5.  Kipapa elementary school, Oahu

      A.  Create a safety barrier around the front of the A-building to promote school safety and security.

          Total funding:                         $100,000

      B.  Promote schoolwide safety by implementing a PA system on entire school campus.

          Total funding:                         $500,000

      6.  Mililani Mauka elementary school, Oahu

      A.  Construct an emergency access road which allows for more than just one way in and out of the property.

          Total funding:                         $5,000,000

      7.  Mililani high school, Oahu

      A.  Replacement of visitor side bleachers at Mililani high school stadium.

          Total funding:                         $900,000

      B.  Improvements to the Kipapa entrance of Mililani high school stadium including emergency vehicle access points, handicapped parking, and appurtenances.

          Total funding:                         $2,000,000

      C.  Construction of a multipurpose building for performing arts and athletics.

          Total funding:                         $38,000,000

      D.  Construction of a swimming pool.

          Total funding:                         $4,000,000

     SECTION 2.  In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $        or      per cent.  The reasons for exceeding the general fund expenditure ceiling are that the appropriations made in this Act are necessary to serve the public interest and to meet the needs provided for by this Act.

SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2024.
